The Vernon had the fancy, etched glass but both should have a mirrored ring around the outside.  Esther's Clinton ought to have that mirroring too and since that is the only difference in the two models, it may well have begun life as a Vernon too.  Despite it's unfortunate name, the Clinton was notable for being the first Telechron to sport a lamp for nighttime viewing.
